Bill Simonds, PE

Chief Technology Review Engineer

A senior project manager and Quality Assurance/Quality Control civil and environmental waste-water engineer, Mr. Simonds has over 30 years experience in site planning, design, construction, and project management of a variety of projects including water, waste-water treatment, and infrastructure development with Carollo Engineers and CH2MHill. His experience has encompassed wastewater infrastructure, conveyance, and treatment plant facilities (liquid and solids processing), wastewater reuse, water infrastructure and conveyance, water rights, onsite construction management, and permitting.

Mr. Simonds has been in charge of the preparation of facility planning reports, project feasibility and environmental studies, preliminary and final design of plans and specifications, bid documents, and on-site construction observation, and construction management. Clients have included a diverse array of municipalities, utility districts, private companies, and consultants.

As the senior engineer for EcoTechnologies Group, Mr. Simonds is responsible for managing the company’s technology review, application and quality assurance. Mr. Simonds has a B.S. in Civil and Environmental Engineering from the University of California, Irvine, and holds the following professional registrations: Civil/Environmental Engineer, Oregon; Civil Engineer, California, Idaho, and Wyoming; and Certified Water Rights Examiner, Oregon.
